Hi Namorkipast,
Yes the FAN connector is wired to be always on whenever there is +5V. The fan takes 0.1A max so it can be driven by one of the relay driver outputs to control it.
But actually you should be able to operate without the fan entirely. Unless you have a hot environment even with full 5A the Mosfets do get quite warm but stay well below the 150C max allowed operating temperature.
